2025 Carrier Surcharges: USPS, UPS, FedEx & DHL

As we step into 2025, shipping carriers like USPS, FedEx, UPS, and DHL have introduced updated surcharges that could impact shipping costs for businesses and individuals alike. These changes reflect adjustments in fuel costs, labor dynamics, and operational complexities. Staying informed about these surcharges is essential to accurately manage shipping budgets and avoid unexpected fees. In this article, we’ll break down the key surcharges for each carrier and offer insights to help you navigate these changes effectively.

USPS

Non-Standard  Package Dimensions
(except  First Class and Media Mail)  

We strongly recommend entering accurate dimensions and weight for the system to  provide the most accurate estimated shipping cost. An adjustment would be  charged back to your account if the USPS audited dimensions and weight are  different from the entered ones.      

  • Longest side exceeds 22 inches, but less than or equal to 30 inches:  $4.00
  • Longest side exceeds 30 inches: $8.40 (GA); $18 (PM)
  • Volume exceeds 2 cubic feet (L x W x H / 1728): $18.00 (GA); $30 (PM)
  • Volume exceeds 2 cubic feet (L x W x H / 1728): $18.00 (GA); $30 (PM)

Oversize/Overweight - $100

  • Weight is over 70lb
  • Dimension [L + Girth (W x 2+ H x 2)] is over 108 inches

Dimensional Weight Rule

  • Measure the length, width, and height in inches. Round off  each measurement to the nearest whole inch.
  • Multiply the length by the width by the height.
  • If the result exceeds 1,728 cubic inches, divide the result by 166 and round up to the next whole number to determine the dimensional weight in pounds. (*If the result doesn’t exceed 1,728 cubic inches, weight only calculate in actual weight)
  • If the dimensional weight exceeds 70 pounds, and not exceed oversize,  the customer pays the 70 - pound price.

FedEx - Effective on Jan 6, 2025

  • Actual weight is greater than 50 lbs.(US Express and US Ground Service)

  • Zones 5-6: $50.50
  • Zones7+:  $55.00

Packaging

  • Package is not fully encased in an outer shipping container.
  • Package is encased in an outer shipping container not made of corrugated fiberboard(cardboard) materials, including but not limited to metal, wood, canvas, leather, hard plastic, soft plastic (e.g., plastic bags) or expanded polystyrene foam (e.g., Styrofoam).
  • Package is encased in an outer shipping container in shrink wrap or stretch wrap.
  • Package is encased in a soft-sided pack (e.g., courier packs, poly bags and bubble mailers) that exceeds 18 inches along its longest side or 13 inches along its second-longest side or 5 inches in height.
  • Package is cylindrical, including (without limitation) mailing tubes, cans, buckets, barrels, drums or pails.
  • Package is bound with metal, plastic or cloth banding, or has wheels, casters, handles, or straps (including packages where the outer surface area is loosely wrapped, or where the contents protrude outside the surface area).
  • Package could become entangled in or cause damage to other packages or the FedEx sortation system.
  • The AHS surcharge is applied to each packages. For example, if there are two cases bond together, they will still be applied with two AHS fees.
  • Zone 2: $25.00

Address Correction - $24.00

This  includes if the shipper provides an incomplete, incorrect or P.O. box  recipient address, FedEx may attempt to determine the correct address,  complete delivery and notify the shipper of the address correction.

Oversize Charge

  • Any package measuring more than 96 inches in length
  • Any package measuring more than 130 inches in length and girth (H*2+W*2) combined
  • Rating will be based on the package's actual rounded weight or dimensional weight, subject to a 90 lbs minimum billable weight

FedEx Ground:

  • Zone 2: $205.00
  • Zones 3-4: $225.00
  • Zones 5-6: $240.00
  • Zones 7+:  $260.00

Home Delivery:

  • Zone 2: $240.00
  • Zones 3-4: $260.00
  • Zones 5-6: $290.00
  • Zones 7+:  $305.00

Ground Unauthorized Package Charge - $1,325.00

  • Any package measuring more than 108 inches in length
  • Any package measuring more than 165 inches in length and girth (H*2+W*2) combined
  • Any package weighting more than 150 lbs

Pick Up Fee

  • Usually $3-$4 per package
  • Weekly: $23 per week (invoiced weekly shipping charges of $75 or more)
  • Weekly: $46 per week (invoiced weekly shipping charges of less than $75)

*If you hand your package to the delivery driver, it will consider within the pick up fee as well.

Residential Surcharge - $5.95

The fee for delivering to a residential area or non-business area. (If you check the box for residential at ShipSaving platform, the listed price will automatically include this fee)

Delivery Area Surcharge

A delivery area surcharge, $6.20-$14.50, applies to FedEx Express and FedEx Ground shipments destined for areas in Alaska and Hawaii or else, that are remote, sparsely populated or geographically difficult to access, even California or New York zip codes might apply this surcharge too.

Delivery and Returns Surcharge - Effective January 17, 2022
FedEx GroundÂŽ Economy(SmartPost)

A $1.10 per-package Delivery and Returns Surcharge will be assessed on packages that are delivered or returned using FedEx Ground Economy services.

  • Any item with any two dimensions each measuring more than 17 inches.
  • Any item weighing over 35lbs.
  • Any item packaged in a cylindrical shipping tube.

UPS - Effective on Dec 23, 2024

Additional Handling fee

Additional Handling Fee (AHS) will be applied when the package didn’t meet the UPS qualifications. The fee will be determined by the UPS distribution center and the measurements from there. The possible reasons for this charge is included, but not limited to the ones listed below:

Weight

  • Actual weight is greater than 50 lbs.(US Express and US Ground Service)
  • Actual weight is greater than 70 lbs.(International Express and International Ground Service)
  • Zone 2: $43.50
  • Zones 3-4: $47.50
  • Zones 5+: $52.75

Dimension

  • Length: Any package is over 48 inches along its longest side
  • Width: Any package is over 30 inches along its second longest side
  • Length + girth: Any package with its length (longest side of the package) plus girth [(2 x width) + (2 x height)] combined exceeding 105 inches.
  • Zone 2: $28.00
  • Zones 3-4: $31.00
  • Zones 5+: $36.00

Packaging

  • Any article that is not fully encased in a corrugated cardboard shipping container, including tires.
  • Any package with an outer shipping container not made of corrugated cardboard, including but not limited to canvas, leather, metal, wood, hard plastic, soft plastic (e.g., plastic bag) or expanded polystyrene foam (e.g., styrofoam).
  • Any article that is encased in a soft-sided pack (e.g., poly bags and bubble mailers) that exceeds 18 inches along its longest side or 14 inches along its second-longest side or 6 inches in height.
  • Any package with an outer shipping container covered in shrink wrap or stretch wrap.
  • Any package bound with metal, plastic or cloth banding, or that has wheels, casters, handles or straps (including packages where the outer surface area is loosely wrapped or where the contents protrude outside the container surface).
  • Any cylindrical-like item, including but not limited to barrels, buckets, cans, drums, mailing tubes or pails.
  • Any package routed through UPS’s irregular package sortation process.
  • Any other package that requires special handling, as determined by UPS in its sole discretion.
  • Applies per package for both domestic and international services.
  • For a package that meets multiple criteria listed above, only one Additional Handling charge will be assessed, in the following order: Weight, Length plus girth, Length, Width, Packaging.
  • An Additional Handling charge will not be assessed when a Large Package Surcharge is applied.
  • Zone 2: $25.00
  • Zones 3-4: $29.00

International - $34.00

Prohibited Item - $300.00

Shipments that are tendered to UPS in contravention of or not in compliance with applicable laws and regulations or UPS’s terms and conditions of service or contractual service (including, but not limited to, prohibited shipments or shipments that UPS does not accept or regularly provide service for without an exception, e.g. dangerous goods and hazardous materials) are subject to a fee of US$300 per package.

This fee is without prejudice and in addition to the shipper’s responsibility for all other sums that UPS may incur and claims against UPS resulting from the contravention or non-compliance.

Oversized Pallet Handling Surcharge - $1,325.00

  • Any package measuring more than 108 inches in length
  • Any package measuring more than 165 inches in length and girth (H*2+W*2) combine
  • Any package weighting more than 150 lbs

Residential Surcharge - $6.10

SurePost Discount Disqualified
(Could cause OVER $30 surcharge)

When using SurePost service, customer has to put very ACCURATE dimensions and weight. If the package is over 12 lb BILLABLE weight, then the package will be disqualified for the discount and customer will pay for the original price of this shipment.

Shipping Charge Correction
Audit Fee - $1.25 per package

An audit fee will be assessed when the average shipping charge correction for that package is greater than $2.00 subject to a shipping charge correction

Missing PLD Fee - $4.40 per package

A processing fee will be charged when the shipper does not provide all applicable Package Level Detail (PLD) information to UPS prior to delivery.

Peak Surcharge

DHL Express

Address Correction - $22.50

This includes if the shipper provides an incomplete, incorrect recipient address, DHL may attempt to determine the correct address, complete delivery and notify the shipper of the address correction.

Remote Area
$0.50 USD per lb. (or half kg.) with a $50 minimum

This surcharge is applied when a shipment is delivered to a location that is distant or difficult to serve.

Data Entry - $6.50

This fixed surcharge applies for each shipment consigned with non-electronic, paper based manual waybills. Electronic shipping documentation incurs no additional charges.

Fuel Surcharge
(% of transportation and additional charges)

This surcharge is applied to weight charge of each shipment and any transportation-related surcharges. Please visit dhl.com/fuelsurcharge to see the details.

Oversize Piece - $30.00

A fixed surcharge is applied to every piece, including a pallet, with a single dimension in excess of 40 inches for shipments originating in the U.S. and U.S. Territories (100 cm for shipments originating outside of the U.S. and U.S. Territories).

Overweight Piece - $100.00

A fixed surcharge is applied to every piece, including a pallet, that exceeds a scale or volumetric weight of 150 lbs for shipments originating in the U.S. and U.S. Territories (70 kg for shipments originating outside of the U.S. and U.S. Territories).

Non-Stackable Pallet - $335.00

This fixed surcharge is applied to every pallet within a shipment that cannot be stacked, either on request by the shipper, or because of its shape, content or packaging. This surcharge applies to domestic and international shipments.

Restricted Destination - $30.00

A surcharge will apply when shipping to a destination country that is subject to trade restrictions imposed by the UN Security Council. This charge will apply to all non-document shipments destined for the Central African Republic, the Democratic Republic of Congo, Eritrea, Iran, Iraq, Libya, North Korea, Somalia, Syria and Yemen.

Elevated Risk - $30.00

A surcharge is applied when shipping to a destination country in which DHL is operating at elevated risk due to a continuous state of war, civil unrest or continuous threats from terrorism. This charge applies to all shipments destined for Afghanistan, Iraq, Libya, Mali, Niger, Syria and Yemen. This charge may apply in addition to either Restricted Destination or Exporter Validation.

Emergency Situation

This surcharge applies in exceptional cases when DHL is required to recover costs associated with temporary emergency situations beyond DHL’s control which could not be reasonably anticipated at the commencement of an agreement.
